Strategic Planning Session |
May 1, 2008 - Members of the Conway County Economic Development Corporation (CCEDC) Board of Directors met at the Winthrop Rockefeller Institute on beautiful Petit Jean Mountain for a Strategic Planning Session. The full-day session was facilitated by Sherry McDonnell, Community Development Consultant with Entergy Teamwork Arkansas.
Paul Dumas, Chairman reviewed past CCEDC successes and John Gibson, President gave a PowerPoint presentation that included census, population and job growth information for Conway County and the State of Arkansas.
Joey Dean, Director of the Metro Little Rock Alliance (MLRA) gave a PowerPoint presentation which covered some of the MLRA current initiatives and projects. One of those projects is the identification of one or two locations in Central Arkansas that are most suited for a Mega Site. Property in Conway County is among five sites being reviewed by the MLRA consultant, Buzz Canup.
Bryan Barnhouse, Community Developer with the Arkansas Economic Development Commission (AEDC) also attended the session. Bryan briefed the group on the new AEDC organizational structure and provided attendees with a hand-out that covers AEDC targeted industries for 2008.
The group reviewed the outline of priority issues and objectives before taking a lunch break. The entire afternoon was devoted to development of a tactical plan for implementing (resolving) those priority issues, finalized in the morning session, over the next three years. The plan includes organizing six committees that will cover areas of focus, necessary to accomplish a three year CCEDC Strategic Plan.
The six committees include: |
Workforce Development and Education, Business Retention and Expansion, Marketing and Recruitment, Financing, Sites Buildings and Infrastructure, and Organizational Development
Each committee will meet with Ms. McDonnell to share ideas and a focus prior to July 9, 2008. A draft strategy will be presented to the full Board of Directors by August 6, 2008. |

Key Energy to Locate in Morrilton
January 22, 2007 - February 22, 2007 CCEDC was one of 13 organizations, statewide, recognized as having an Entergy Arkansas Select Site, a designation noting accomplishments in local preparation for successful business recruiting. That recognition was the result of meeting the site preparation requirements for our 65 acre North Industrial Park that Entergy Teamwork Arkansas stipulated when they introduced the Select Site program in August of 2005. The CCEDC board of directors planned to take the steps necessary to prepare our 58 acre South Industrial Park for this Select Site designation during 2006. But those plans had to be cancelled!
At the end of March, we bought 35 acres that joined the North Industrial Park along its south boundary. This property is grown-up and has had no improvements in years.
July 13, 2006 we sold 30 acres in the North Industrial Park to TXD Services LP and immediately held a ground-breaking ceremony and public announcement. Our agreement with TXD also included an option to purchase 10 additional acres in the North Industrial Park. By the end of 2008 TXD plans to have 450, or more, employees using this site for their headquarters.
November 30, 2006 CCEDC sold 30 acres in our South Industrial Park for the purpose of locating a natural gas service related industry on the property. Although we still do not have all of the details about building size and location on the site, I can tell you this morning that Key Energy Services is the company that will be locating in our South Industrial Park. By the end of 2008 Key plans to have 100-150 employees using this site for their headquarters. Last Thursday I received a verbal commitment from another natural gas field service related company to buy the remaining 28 acres in our South Industrial. This company will bring an additional 30-50 jobs to Conway County.
To recap: CCEDC started 2006 with a 65 acre Select Site and a 58 acre industrial park that had some improvement completed; we purchased an additional 35 acre tract that has no improvements; we committed 40 acres of the Select Site; we sold 30 acres of our South Industrial Park; we have a commitment to purchase the remaining 28 acres of our South Industrial Park. Out of the 158 total acres of land CCEDC owned on April 1, 2006, we now have 23 “shovel ready” and 37 un-improved acres. THE BOTTOM-LINE IS THIS – WE HAVE BROUGHT OVER 600 JOBS TO CONWAY COUNTY!

TXD Services, LP and TXD Trucking, LP to Locate in Morrilton
July 13, 2006 - TXD Service, LP and TXD Trucking, LP announced they will begin construction of their Arkansas drilling and supply operations at the North Industrial Park in Morrilton. These operations will include up to 16 drilling rigs, an oilfield supply store and a nitrogen plant. The operation will employ 100 to 120 people locally by the end of 2006 with a projected annual payroll of $8 million. During 2007 local employees as well as the number of drilling rigs will double. Phase I will begin immediately and will include a 12-15,000 square foot building, on fifteen acres, as an operating base for 26 large oilfield transport trucks , 16 drilling rigs and 12 foam air units. Phase II will begin soon after and will involve a 10,000 square foot oilfield supply facility located on a five acre tract. Phase III is the operation of a nitrogen plant and associated well completion service center on ten acres of land. Estimated capital investment for these operations is in excess of $83 million.
TXD purchased the 30 acre tract of land, with a two year option to purchase an additional 10 acres, from the Conway County Economic Development Corporation. According to John Gibson, “Our first contact with Dick Varnell, TXD Managing Partner, was a January 9, 2006 telephone call from Mr. Varnell. It is most gratifying to know that the January 9 telephone call led to the location in Conway County of a company with the background and experience of TXD’s ownership. ”
Conway County Economic Development Corporation’s Board of Directors invites the public to join them in welcoming TXD to our community at a groundbreaking ceremony on Thursday, July 13 at 11AM in the North Industrial Park at the corner of Cedar Street and Telex Drive. TXD Managing Partners Dick Varnell, Joe Poe and Bill Lynton will be in town, along with Greg Pearce, Sr., TXD’s Operations Manager and Greg Pearce, Jr. and other staff members who will help manage the day-to-day Morrilton operations.
TXD has begun ground work on the oilfield yard with a grant from the Arkansas Department of Economic Development. The oilfield yard and Nitrogen plant areas require additional infrastructure preparation in order to support the tremendous loads created by drilling rigs, drilling rig transport trucks and nitrogen transport trucks. They also require a chain link fence around the perimeter for security purposes.
